Add a card surcharge

Pass card fees on to clients who pay by card.

Go to Settings → Payments & accounting.
Turn on Enable surcharging and set the Surcharge rate (0–10%).
Save. Clients who pay by card see the surcharge and a note that paying by bank avoids it.
